Job Overview

The Senior Technical Advisor will ensure that workforce development and capacity-building activities are effectively planned, coordinated, and implemented to strengthen the competencies of health supply chain professionals.

The role involves supporting the development and implementation of workforce development strategies, capacity-building plans, and institutional strengthening initiatives in collaboration with the Ministry of Health, the President’s Office – Regional Administration and Local Government (PO-RALG), the Medical Stores Department (MSD), and other relevant stakeholders.

The successful candidate will also promote the use of digital technologies, e-learning platforms, and innovative learning approaches to improve health supply chain competencies. The position will provide technical guidance on developing, adapting, and delivering learning content in line with recognized standards and best practices.

The STA will work closely with the Government of Tanzania, including the Ministry of Health in Mainland Tanzania and Zanzibar, PO-RALG, MSD, the Pharmacy Council, the Health Laboratory Practitioners Council, the e-Government Authority (eGA), higher learning institutions, COSTECH, implementing partners, and Regional and Council Health Management Teams (RHMTs/CHMTs).

Main Duties and Responsibilities

1. E-Learning Development and Implementation

• Provide technical leadership in developing, adapting, and implementing health supply chain e-learning modules.
• Coordinate and facilitate the development of new e-learning modules.
• Use appropriate software to develop and update e-learning training content.
• Provide technical guidance on e-learning platforms and digital learning tools.
• Ensure that up-to-date training materials and supporting documents are available.
• Maintain training materials and related documents on the project’s shared drive.

2. Workforce Development and Capacity Building

• Design and implement capacity-building activities for the health supply chain workforce.
• Oversee the quality of workforce development and training activities.
• Collaborate with government institutions and stakeholders to identify priority learners and assess learning needs.
• Promote the effective use of e-learning platforms to strengthen workforce competencies.
• Build the capacity of staff and stakeholders to use e-learning content development software.
• Provide mentorship and technical guidance to junior staff to strengthen their performance and technical capacity.

3. Stakeholder Coordination and Collaboration

• Convene relevant stakeholders to review progress, discuss development activities, and agree on actions required from each stakeholder.
• Work closely with the Government of Tanzania and other partners to strengthen health supply chain workforce development.
• Facilitate technical discussions, training sessions, workshops, and stakeholder meetings.
• Prepare presentations and represent the project in relevant meetings.

4. Monitoring, Evaluation and Performance Improvement

• Routinely monitor implementation of e-learning activities under the FHI 360 workplan.
• Identify and address obstacles affecting the implementation of planned activities.
• Monitor the utilization and performance of e-learning modules and facilitate updates where necessary.
• Lead evaluations of the reach and effectiveness of completed health supply chain e-learning modules.
• Assess outcomes of health supply chain interventions and identify opportunities for improvement.
• Work with FHI 360 colleagues to identify resources and performance improvement needs that advance commodity security.

5. Planning, Budgeting and Reporting

• Provide inputs to the operations team when preparing budgets for workforce optimization activities, including meetings, training, and other programme activities.
• Support the implementation of workforce development strategies and capacity-strengthening plans.
• Contribute to effective workplan implementation and performance monitoring.
• Ensure training materials and other technical documents remain current and accessible.
• Support accurate reporting and compliance with relevant project and donor requirements.

6. Other Responsibilities

• Serve as a technical resource on supply chain improvement strategies and capacity-building approaches.
• Perform other duties as assigned by management.

Qualifications and Education

Applicants must possess:

• A Master’s degree in Pharmacy, a related health field, or Health Supply Chain Management.
• Registration and licensing with the appropriate professional regulatory body in Tanzania, where applicable.

Professional Experience

Candidates must have:

• A minimum of 6–8 years of progressively responsible experience in health supply chain workforce development.
• Experience in competency-based training, e-learning implementation, workforce planning, capacity strengthening, performance management, and optimization of health commodity management systems.
• At least eight years of experience in health commodities management, as specified in the education and experience requirements.
• Experience working with non-governmental organizations, government ministries, implementing partners, donors, or private organizations.
• A proven track record of overseeing project workplans, budgets, performance targets, and key indicators.
• Experience ensuring accurate donor reporting and compliance with funding and regulatory requirements.

Applied Knowledge and Skills

Applicants should demonstrate the following knowledge and competencies:

• Strong knowledge of e-learning systems, learning agendas, personnel development planning, and transferable skills training.
• Demonstrated knowledge of e-learning platform management and administration, such as Moodle.
• Experience developing and reviewing scripts and multimedia content.
• Experience implementing e-learning initiatives for development projects.
• Proficiency in Articulate 360 or comparable e-learning tools.
• Ability to lead activities and facilitate technical discussions, training sessions, workshops, and multidisciplinary stakeholder meetings.
• Familiarity with Tanzania’s health supply chain and its stakeholders is highly desirable.

Supervision and Reporting

The Senior Technical Advisor will report to the Associate Director – Supply Chain.

The position also involves providing technical guidance, mentorship, and supervision to junior-level staff to strengthen their technical capacity and performance.

Working Conditions and Travel Requirements

Physical demands:

Travel requirements:

• 10%–25%.

Salary and Benefits

The expected annual basic salary range for this position is TZS 90,000,000–130,000,000.

The final offer will depend on several factors, including the candidate’s relevant experience, education, internal equity, market pay, and available budget. For internal candidates, salary placement will also follow FHI 360’s applicable promotional increase guidelines.
