Tanzania Education Network /Mtandao wa Elimu Tanzania (TEN/MET) is a national education network that works in education sector and have over 140 members ranging from international NGOs, National NGOs, CBOs and CWT . TEN/MET contributes and compliment Government of Tanzania to initiatives and strategies in ensuring access, equity and quality inclusive education for all. TEN/MET as a national umbrella has been in the education forefront for the past two decades contributing immensely in ensuring every Tanzanian Child has an opportunity to engage and access quality education. TEN/MET hereby invite qualified and suitable candidate to fill the position of the program manager.

Program Manager (1 Position)
The Program Manager will be reporting to the National Coordinator. S/he will be responsible for delivering the key strategic outputs namely: Advocacy, coordination and networks, capacity building and Research to generate greater impact in coordinating the network.
a) Duties and Responsibilities

LEADERSHIP AND GOVERNANCE (20%)

i. Programs Manager will be responsible for the operational success of TEN/MET ensuring seamless team management and development, program delivery, and quality control and evaluation.
ii. Develop and implement strategies that will maximize the synergies among program areas.
iii. Designs programs that align with the TEN/MET's mission and support the organization's goals.
iv. Schedules and oversees planning for special events that publicize the organization and its programs to the community and members.

MANAGEMENT (20%)

v. Prepares the programs annual work plan and budgets and monitors its implementation
vi. Prepares quarterly and annual narrative reports including specific reports as per donors’ agreements.
vii. Manages TEN/MET members base in compliant with the Constitution including recruitment of new potential members and retention of the existing ones
viii. Coordinates TEN/MET members through thematic areas, respective zonal and through the General Annual Meeting
ix. Develop and implement a system to evaluate the skill, experience, and professional development needs of all program staff.
x. Implement a professional development program to address employee experience and skill gaps.
xi. Work with staff to develop objective performance measurements across the program, to ensure consistent, high-quality evaluation and goal setting for all employees.

STRATEGY, PLANNING, MONITORING AND EVALUATION (15%)

xii. Initiate and ensure that Strategy development, and review, is undertaken in a membership driven process
xiii. Ensure that the monitoring and evaluation framework and plan is developed; ensure that tracking against the indicators is undertaken and that recommendations are acted upon
xiv. Ensure that each strategy period is evaluated and that insights are used to build on the next strategy period.
xv. Present quarterly strategy performance to the management team to be present to the board
xvi. Monitor and report on risk management on quarterly basis

FUNDRAISING (40%)

xvii. Work with the resources mobilization unit to establishes fundraising and development goals, identifies potential donors or sources of funding, and plans outreach strategies; assist in the development of grants applications or proposals.
xviii. Ensure effective communication to National Coordinator, appropriate and timely information is shared; and quality and accurate quarterly and annual narrative and financial reports are shared
xix. Prepare funding proposals
xx. Nurture partnerships that promote sharing of resources and support resource mobilization for the Network.

OTHER (5%)
xxi. Attend, and fully participate in, network and staff meetings as required
xxii. Perform such other duties as may be required from time to time.

b) Requirements for appointments
Core qualifications
i. Master Degree in areas of Education or related fields. A doctorate degree is an added advantage.
ii. At least 5-10 years of experience in the field of Education programming of which, five years should relate to management roles.
iii. Demonstrated success developing and evaluating program models, and selecting and successfully operationalizing innovative programs
iv. Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement program evaluation systems
v. Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth
vi. Experience having worked with a high-performance, collaborative, constructive peer group
vii. Demonstrated results in managing through complex systems and proven experience negotiating win-win agreements
viii. Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility, span-of-control and performance
ix. Deep understanding of human resources, employee performance improvement plans, and corrective action policies
x. Excellent verbal and written communication skills with exceptional attention to details

iv. Excellent verbal, writing and communication skills in English & Swahili is required.
