Working Hours:
8:00 AM to 5:00 PM, Monday to Friday. 8:00 AM to 1:00 PM on Saturdays when required. Additional hours may be required depending on workload.
Job Purpose
The Manager – Business Continuity Management will support the development, implementation, maintenance, and continuous improvement of the Bank's Business Continuity Management Framework.
The role ensures that critical business operations can continue during and after disruptive incidents while safeguarding customers, employees, assets, reputation, and regulatory compliance.
The position will coordinate business continuity planning, disaster recovery preparedness, crisis management activities, testing and exercises, regulatory reporting, and awareness programs in line with regulatory requirements and international best practices.
Key Responsibilities
Business Continuity Framework Management
- Develop, implement, and maintain the Bank's Business Continuity Management Framework.
- Ensure BCM policies, standards, procedures, and guidelines remain current and aligned with regulatory requirements and industry best practices.
- Monitor compliance with approved BCM policies across business units and subsidiaries.
- Coordinate periodic reviews and updates of the BCM framework.
Business Impact Analysis
- Facilitate Business Impact Analysis exercises across business functions.
- Identify critical business processes, dependencies, recovery priorities, and Recovery Time Objectives.
- Maintain an up-to-date inventory of critical services, systems, personnel, vendors, and facilities.
- Analyze operational risks that may impact business continuity.
Business Continuity Planning
- Coordinate the development and maintenance of Business Continuity Plans for all business units.
- Ensure business units regularly review and update their continuity plans.
- Verify that recovery strategies are documented, practical, and aligned with business requirements.
- Support departments in addressing identified continuity gaps.
Disaster Recovery Coordination
- Work closely with Information Technology teams to ensure Disaster Recovery Plans adequately support critical banking services.
- Participate in disaster recovery testing and validation activities.
- Monitor implementation of corrective actions arising from disaster recovery tests.
- Ensure recovery capabilities align with business recovery requirements.
Testing and Exercising
- Plan, coordinate, and execute BCM and crisis management exercises.
- Conduct tabletop exercises, simulations, evacuation drills, and recovery tests.
- Prepare post-exercise reports.
- Track closure of identified issues.
- Assess the effectiveness of recovery plans and recommend improvements.
Incident and Crisis Management
- Support activation of Business Continuity and Crisis Management procedures during disruptions.
- Participate in incident response coordination and recovery efforts.
- Maintain crisis communication protocols and escalation procedures.
- Prepare incident reports and lessons-learned documentation.
Regulatory Compliance and Governance
- Ensure compliance with applicable requirements issued by the Bank of Tanzania and other regulators, including relevant national disaster management and cybersecurity regulations.
- Support preparation of reports required by regulators, management committees, and internal governance forums.
- Assist internal and external auditors during BCM-related reviews.
- Track remediation of audit and regulatory findings.
Third-Party and Vendor Continuity Management
- Assess the business continuity capabilities of critical service providers and outsourced partners.
- Review vendor BCM documentation and recovery arrangements.
- Monitor continuity risks arising from third-party dependencies.
- Participate in due diligence reviews of strategic suppliers.
Training and Awareness
- Develop and deliver BCM awareness programs across the Bank.
- Conduct employee training on business continuity, crisis response, and emergency preparedness.
- Promote a culture of operational resilience throughout the organization.
Reporting and Management Information
- Prepare BCM dashboards, metrics, and management reports.
- Track Key Risk Indicators and BCM performance indicators.
- Present findings and recommendations to management committees when required.

Experience
- Minimum 3 years of experience in business continuity, disaster recovery, operational risk, business resilience, or operational resilience.
- Proven experience conducting crisis management activations and post-incident reviews.
- Experience in financial services, including banking, fintech, or mobile network operators.
- Knowledge of regulatory BCM requirements.
- Experience coordinating Business Impact Analyses, Business Continuity Plans, Disaster Recovery tests, simulations, and crisis communications across multiple teams.
- Strong knowledge of BCM, operational resilience, risk, and control frameworks.
- Hands-on experience designing Business Impact Analyses, Business Continuity Plans, Disaster Recovery Plans, and Crisis Management protocols with audit-ready documentation.
- Demonstrated ability to coordinate executive decision-making and stakeholder communications during live incidents.
