DIPSTICK STUDY FOR AN ASSESSMENT OF COVID-19 EFFECTS ON ADVANCING YOUTH (AY) BENEFICIARIES.

Feed the Future Tanzania Advancing Youth (AY) program is seeking eligible organizations, companies duly registered in Tanzania and Individual Consultants.

To study the effects and impacts of COVID-19 on AY youth beneficiaries with established or improved microenterprises and jobs. The assignment will be conducted through an independent consultant who will examine effects and changes that can be attributed because of the pandemic on youth microenterprises and jobs.

1.0 Scope of Work and Methodology

The study assessment shall review AY performance and progress reports from the first year to third quarter of year three. Specifically, the study shall cover three months before and after COVID-19 with March 2020 being a middle/pivotal month (when first cases were confirmed).

The assessment methodology will include:

  • Desk review.
  • Case studies.
  • Online interviews.
  • Online interviews with stakeholders.

1.1 Roles and Responsibilities

The overall coordination including monitoring progress and administration of the assessment will be undertaken by the AY Monitoring, Evaluation and Learning team. The AY MEL Specialists in the field offices will be responsible to facilitate access to information, assist assessment team in selection of beneficiaries, etc. The assessment team/consultant will be responsible for dissemination of all methodological tools such as desk reviews, online interviews, etc. AY office shall be shall be responsible for providing contact details of key stakeholders, LGAs, and any other relevant parties of interest in this study. In addition, the individual leading the assessment will be responsible for conducting all field and research/study activities, and for writing and editing the final report.

The main purpose of this assessment is to study the effects and impacts of COVID-19 on AY youth beneficiaries with established or improved microenterprises and jobs. The assignment will be conducted through an independent consultant who will examine effects and changes that can be attributed because of the pandemic on youth microenterprises and jobs.
