ICAP is seeking for a Strategic Information Advisor to be based in South Sudan office (alternatively East African Region).

Reporting to the Deputy Director of Strategic Information (SI) in NY and the ICAP in South Sudan Country Director, the SI Advisor will provide technical assistance to ICAP in South Sudan to enhance the
quality of and capacity in SI, including monitoring and evaluation (M&E), surveillance, emergency operations, and health information systems with a focus on building sustainable systems.

Major Accountabilities:
• Provides high-level technical guidance to country programs in
planning and implementing M&E systems, surveillance, and
emergency operations
• In collaboration with in-country M&E/SI team, contributes to the
timely implementation, accurate and appropriate reporting of project
activities and results to funders, including quarterly, semi-annual,
and annual progress reports, as well as other routine and ad hoc
data requests
• Maintains regular communication with ICAP in NY and CDC
regarding work planning and technical assistance. Communicates
regularly with New York staff as well as in-country leadership
presenting key data trends/findings, as well as ongoing and
upcoming SI activities and challenges
• Develops and/or adapts standard operating procedures (SOP) for
data quality assurance, reporting, data dissemination, and other
routine M&E processes and supports their implementation
• Reviews routinely collected M&E data, provides feedback to ICAP
in South Sudan, and supports country team in using findings to
improve program performance
• Provides technical guidance for use and dissemination of routinely
collected and data from surveillance systems; dissemination
approaches include slides, data briefs, meetings, abstracts, and
• Works with the ICAP NY Informatics Center to support ongoing
efforts to enhance health information systems including aggregate
and patient-level databases and support in-country teams in the use
of eHealth technology
• Support country team to develop data visualization dashboards in
DHIS2 and Power BI to ensure data is reviewed and used routinely
for program improvement
• Leads, collaborates with or assists New York and in-country staff
on development and preparation of abstracts, posters,
presentations, technical briefs and manuscripts resulting from
project activities
• Perform other related duties as directed
