The Opportunity
Save the Children International has an exciting opportunity for you to join our team as the – Humanitarian Response Operations Manager – Maternity Leave Cover in London or at any existing Save the Children office location, with possibility to Travel.
Role Purpose:
As a key member of Save the Children centre humanitarian team, the Humanitarian Response Operations Manager will support the delivery of emergency responses working with regional and country based response teams.
This role will be responsible and accountable for supporting operations within the Humanitarian Preparedness and Response team. This team forms the core team for leading and/or supporting as required large and complex emergency responses as well as monitoring the wider response portfolio around the globe.
In addition, the role will provide humanitarian representation and contribution within key organisational change and improvement projects to support the delivery of our global strategy.

Budget Responsibilities: The role will support the Deputy Director, Humanitarian Preparedness and Response in the effective management of the Humanitarian Fund (approx. $40m p.a.), including reviewing and approving with delegated authority.
Role Dimensions:
Save the Children is a global federation operating in 100 countries with a staff of 20,000. The role holder will regularly communicate with senior stakeholders across the organisation.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas of Accountability:
Oversight of Save the Children humanitarian response portfolio providing Emergency Response Operations support with/to Regional Offices and the Country Office including:
With agreed regional focus within the SCI Humanitarian Team and in close collaboration with other global Save the Children teams:
• Provide oversight of humanitarian response portfolio with enhanced direct support to prioritised, large and complex humanitarian responses
• Provide management and technical support for regional/country management of responses as needed (leading globally managed responses as required)
• Facilitate production and dissemination of humanitarian alerts, assessment and categorisation processes; facilitate the definition of support needs and coordinate organisational resources (including people, funding, stocks)
• With regional offices support, coordinate across organisation to define and broker response support as required by response teams from support functions.
• Support the development,(leading as required) and review the quality, of humanitarian response strategies and other response key deliverables in line with organisations strategic priorities and internal response management framework.
• For response deliverables provide technical input and quality review, support processes for management approval and dissemination
• Coordinate humanitarian response course correction and evaluation mechanisms (including operations control review, real time reviews), ensuring mechanisms in place to monitor and report recommendations
• Support coordination between country/regional offices with global operational, thematic and enabling functions including but not limited to: Policy & Advocacy, Media & Communications, Supply Chain, Human Resources, Finance, Safety & Security, Child Safeguarding, Global Assurance, Risk Management, Legal, EHU etc.
• Support humanitarian response portfolio reporting; through response level Situation Reports (SitReps), maintenance of humanitarian analysis and reporting tool and global level response and humanitarian strategy dashboards and analysis
• Deploy as required within or in support of prioritised humanitarian responses on a temporary basis particularly during start-up periods.
• Ensure SCI humanitarian structures are understood, reviewed and fit for purpose to deliver strategy and absorb initiatives for continuous improvement across the humanitarian function
• Lead / support the development, review and maintenance of organisational preparedness and response management procedures, guidelines and tools, in-line with organisational quality standards and benchmarks (incl. Core Humanitarian Standard).
• Support functional preparedness and coordinate with the Global Technical Expertise and Humanitarian Surge Platform and other global functions to ensure mechanisms for surge deployment are available, understood and functioning
• Coordinate closely on a regular basis with SC member humanitarian teams and maintain productive working relationships.
• Support functional, global and regional humanitarian specialist recruitment as required
• Cross-functional coordination through representation on organisational working groups and bodies

Humanitarian Fund
Assist the Deputy Director, Humanitarian Preparedness and Response and the Humanitarian Fund Manager in the review of applications for funding from Save the Children Children’s Humanitarian Fund by:
• Reviewing and approving Humanitarian Fund applications within delegated authority
• Supporting and monitoring through regular reviews both Humantiarian Fund & appeal related administration such as: assisting in the development of appeal applications, monitoring of reporting deadlines, systematic documentation and analysis of key performance indicators.

Provide support to International Programme projects:
• Lead humanitarian representation and contribution within key organisational change and improvement projects which support the delivery of our global strategy (e.g. High Performing Organisation projects and/or others)
• Lead/support as required team and cross functional projects and initiatives.

Other responsibilities:
• Act as a positive role model, exhibiting leadership within your team with others in SCI.
• Maintain positive, constructive relationships with our business partners in other SCI departments and with SC members.
• Coach and support learning and development of staff within the SCI centre humanitarian team
• Complete, in a timely fashion, all required staff training - child safeguarding, personal safety & security, anti-harassment and fraud and any future mandated training.

Experience and Skills
• Significant experience managing field operations, across the full spectrum of programming from humanitarian assistance to development, with an understanding also of institutional needs supportive of the global mission
• Significant leadership experience in the international non-profit or donor, with an understanding also of institutional needs supportive of the global mission
• Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiating and coaching
• Substantial knowledge of international development systems, institutions and donors, and of procedures, accountability frameworks and best practices
• The highest level of expertise in representation & negotiation w/ governments/donors, international agencies
• Excellent communication skills (written & oral English), including the ability to communicate and present to key stakeholders
• Ability to resolve issues swiftly and decisively whilst safeguarding standards and procedures
• Models international development best practices, and the leadership behaviours outlined in SC’s strategy
• Strong and clear commitment to Save the Children’s values
• Ability and willingness to change work practices and hours in the event of major events & crises, including travelling at short notice

Spoken and written French, Spanish or Arabic is highly desired

Educated to degree level in a relevant field (e.g., International Development; Politics, International Relations; global health). Master’s degree in a relevant field is desirable.
We can offer circa £45,000 per annum (If based in UK) with an option of flexible of working hours. If the role is based outside of the UK, National T&C (including pay) will apply.
This role can be based in (Location) or any existing Save the Children office location on approval, provided the successful candidate has proof of eligibility to work from the preferred location.
