**Position Overview:**The Director of Monitoring, Evaluation and Learning is a senior position that is responsible for coordinating monitoring, evaluation and reporting activities under the project. The Director of Monitoring, Evaluation and Learning will report to the Project Director. The selection of the applicant is subject to donor approval.

Major Duties and Responsibilities: Coordinate closely with the external MEL partner to establish the project MEL framework; oversee and ensure adherence to project M&E reporting activities as required by the donor; provide leadership and technical oversight in the design and implementation of data collection exercises; analyze project and other relevant data to provide strategic guidance to the Project Director and inform project management decision-making, and to routinely share findings with project staff and other key stakeholders; provide supervision to one or more staff members and any MEL consultants.

Qualifications: 10+ years in project monitoring and reporting capacity, with a minimum of five years at a senior level, overseeing MEL systems design and set up for bilateral/multilateral programs defining indicators, assessment parameters, data flowcharts, and computerized systems for data collection, analysis, and reporting; experience with EMIS; must have a Master’s degree in education, evaluation, or related field; deep knowledge of Zanzibar and Tanzania mainland development and education context; excellent communication skills in English and in Swahili; self-starting team-player committed to participatory and inclusive approaches.
