JOB DETAILS:
Qualifications required:
• Higher education degree relevant to the field of evaluation (Master's degree and PhD is a plus) Over 12 years of professional experience Capacity to design evaluation methodologies and monitoring systems Excellent research and reporting skills
• Extensive experience evaluating or monitoring development cooperation programmes or projects - Experience working for the EU, the ADB or other international donor
• Demonstrated familiarity with OECD/DAC evaluation criteria - Knowledge of the EU Project Cycle Management is an asset - Regional experience from Southeast Asia - Experience from one or more of the sectors listed:
• Agriculture, Biodiversity, Climate Change, Forestry, Green Economy, Natural Resource Management, Private Sector Development, Renewable Energy, Rural Development, Trade, Value Chain Development.
• Experience in communication and visibility activities - Experience in using innovative methods and tools in evaluations (real-time evaluations, data science for evaluations, participatory approaches, etc) is an asset
• Knowledge of local Southeast Asian language is an asset (Bahasa, Filipino, Lao, Malay, Thai, Vietnamese, etc)
