Job description
• Overall responsibility for the advisory package of the contractor, that is the implementation of the Field of Action 2 on internal audit of the programme
• Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the programme at local and national level
• Strategy, partner engagement, operational planning, implementation, monitoring and evaluation of capacity development measures for partners in the thematic areas of the Field of Action
• Integration and mainstreaming of cross-cutting themes (e.g. gender equality, digital by default, etc.)
• Personnel management, leading and coordinating two long-term national experts
• Moreover, identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
• Ensuring results monitoring is conducted
• Regular reporting in accordance with deadlines
• Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s Head of Programme
• Playing an active role in the Management Team of the programme and taking on board additional cross-cutting assignments, if required
• Supporting the Head of Programme in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
• Maintaining contact and coordinating with other donors active in the area of internal audit
• Provision of targeted Organisational Development measures to IAGD in line with operational planning

Qualifications
• Education/training: University qualification (Diploma/Master) in Economics,Finance, Political Science, Law or similar relevant fields
• Language: Proficient business language skills in English (CEFR C2) and advanced German language skills (CEFR B2)
• General professional experience: 15 years of professional experience in the Public Financial Management sector, with considerable exposure and experience in implementing reforms in complex actor landscapes
• Specific professional experience: 5 years’ experience in the area of internal audit reforms and 5 years’ experience in providing organisational development advice and measures
• Leadership/management experience: 10 years of management/leadership experience as project team leader or manager in a company or organisation in intercultural settings
• Regional experience: 5 years of experience in projects in anglophone Africa
• Development Cooperation (DC) experience: 10 years of experience in DC projects
• Other: 5 years of experience in implementation modalities (quality-in-line, partner orientation and joint operational planning processes
